Tipperary Town did badly in the litter survey carried out by Irish Business Against Litter.
The report said Tipperary is trying but there is more to be done.
The litter blackspot was at the car park adjacent to Bar Code Night Club and not far behind it was the Basket Ball Court and environs.
The Clothing Bank Super Valu and Main Street were all top ranking sites not just clear of litter but well presented and maintained.
