Garda in the Tipperary Roads Policing Unit seized a car in Cashel on Wednesday night after establishing that the vehicle was on the road without insurance.
Garda are now able to verify details of driver license, insurance and NCT status from a hand held device at roadside due to updates in technology, equipment and legislation.
The driver was also found to be Disqualified from driving and was arrested and charged to appear in Court at a future date.
