The Rural Independent Dáil Group, led by Tipperary TD Mattie McGrath  is calling for Strategic Investment in Rural Ireland in it’s Pre Budget Submission.

The Rural Independents are calling for a restriction to be put on who can purchase property and land in Ireland from January 1st 2025 in the context of the Housing Emergency.  The proposal is to ban the purchase of property for use as a residence or business  unless the person has lived in Ireland  for at least 5 years, or are citizens of the EU Country and work in Ireland or are citizens of a non EU country but have a valid permit to stay or do business in Ireland. The group are also calling for an outright ban on bulk purchasing by foreign-domiciled funds.

The submission calls for a €2 billion increase in mental health funding to address chronic underfunding and ensure timely access to services. In addition the group want  investment and policies that will deliver up to 60,000 new homes each year. The group also want increased spending on the road network, a reduction in carbon taxes and vat on fuel and better control of state spending to deliver value for money for taxpayers. The Budget will be revealed on Tuesday October 1st by Finance Minister Jack Chambers and Minster for Public Expenditure and Reform Paschal Donohoe.
